The streets and sidewalks are very narrow, and sidewalks have metal fences separating them from the street. So it's not easy for vendors to casually sell along the street from the back of their carts. But where there are no sidewalk fences or there's a quiet spot in front of an apartment building, they'll seize the opportunity stop and make a quick sale.
