Free-Wheeling Vendors Page 1 of 5

The government tries to keep the free market activity restricted to officially designated areas. So it's technically illegal for vendors to sell directly from the back of their bikes or carts along the city streets and at street corners. But in Beijing and Shanghai, they commonly do it to avoid paying market management fees and taxes.  The different street layouts in Beijing and Shanghai create a different environment for the free-wheeling vendors to cope with as we will see in this chapter.
