In the cities, quasi-independent wholesale markets began to develop in 1986, providing trucker-brokers with a place to sell the fresh produce they bought from the farmers. Some wholesale markets have their roots in former government-run distribution centers that have been revitalized as quasi-private corporations with local city government organizations as co-investors.

Beijing 10 major and about 40 smaller wholesale markets, all outdoor. Sales are directly from the truck.

Shanghai Over 30 major wholesale markets, mostly in open arcade-type buildings.
