2. Wholesale Markets

In the cities, quasi-independent wholesale markets began to develop in 1986, providing trucker-brokers with a place to sell the fresh produce they bought from the farmers. Some wholesale markets have their roots in former government-run distribution centers that have been revitalized as quasi-private corporations with local city government organizations as co-investors.
