So by the end of 1986, a network of private trucking and distribution entrepreneurs began to emerge, filling the void left by the government's withdrawal. A 4-tier distribution and sales network developed:

1.  Privately operated trucking companies

2.  Quasi-private wholesale markets

3.  Entrepreneurial resellers

4.  Retail "free market" centers (
